REQUEST FOR QUALIFICATIONS FOR INDIVIDUAL CONSULTANT SERVICES

Introduction

The United States of America acting through the Millennium Challenge Corporation (MCC) and the Government of the Republic of Indonesia (the Government) have entered into a US$600,000,000 Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia through three projects: the Green Prosperity (GP) Project; the Community-Based Nutrition to Prevent Stunting Project; and the Procurement Modernization (PM) Project. The Government of Indonesia, acting through the Millennium Challenge Account Indonesia (MCA-Indonesia) intends to apply a portion of MCC funding to eligible payments under a contract for which this Request for Qualifications is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC funding. No party other than the Government and MCA-Indonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC funding.

This Request for qualifications follows the General Procurement Notice that appeared in dgMarket and UNDB online on May 13, 2013, on the MCA Entity website http://www.mca-indonesia.go.id/in/main_ind/pengadaan_detail/203/1 on May 9, 2013, and local newspaper Kompass on May 11, 2013.

Background of the Assignment

The objectives of the Procurement Modernization program are to enhance economic growth in Indonesia by achieving cost savings for the public sector for procured goods and services while maintaining or enhancing the quality or value of those goods and services. Public cost savings could enhance growth to the extent that such savings are utilized to procure additional growth-enhancing goods and services.
MCCs support for the Procurement Modernization Program in Indonesia is to be provided according to a phased approach. Phase I is a demonstration and learning phase, and Phase II will proceed by building on any successes and the lessons of Phase I.

Objectives of the Assignment

MCA-Indonesia is seeking an experienced Technical IT Advisor to provide technical input to the procurement, development, delivery of these systems to the compact stakeholders and the integration of these systems with the e-GP and IT Plans of LKPP.

Scope of Work

The Consultant shall perform the following tasks:

Strategy & Road Map Definition (Technical): evaluate product technology solution and provide solution to specialized problems
Architecture: Creates, consult and reviews architectural decisions, architecture solution, performs re-engineering of Architectures
Design: Evaluates and Reviews Design Frameworks and Methodologies and approves design
User Interface Design: Evaluates, reviews and recommends User Interface design and implementation. With a Year 1 focus on E-catalogue, and reporting.
Solution Evaluation and Recommendation ((Applicable for Technical Consulting engagements) : Arrives at possible solution alternatives that factor in gap resolution, impact on related functional/technical areas, acceptability of the solution to the user community, technical feasibility and efficiency.
Technical Requirements Gathering: Ensures and Reviews that the Business/technical requirements are understood and translated to system design and procurement requirements consistent with frameworks/standards
Easily recognizes system deficiencies and offers or implements effective solutions
Recommends timely, researched, high-quality technology solutions and services to clients to further the compact objectives
Provides estimates for development activities based on working knowledge and real world experience and helps establish an inception deck for project planning and strategy
Writes and implements development specifications, creating lightweight but effective documentation of features for implementation
Leads the establishment and maintenance of coding standards and promote best practices for Web user experience
Researches and presents tools, techniques, and development methodologies at team meetings

Qualifications

Interested Individual Consultants will be evaluated based on the following qualifications:

The consultant must have the following mandatory qualifications:

Bachelor Level Degree or equivalent in Information Systems / Information Technology / Computer Science / Software Engineering or related field (at minimum a Bachelors Degree is required);
Possesses an intimate knowledge of Web content management solutions and understands their features and limitations;
Demonstrated technical skills and work experience (minimum of five years) in developing application systems;
Significant knowledge of client server and internet systems architectures;
Sound knowledge of tools to be used, including: UML, process flow diagrams, data flow diagrams, entity relationship diagrams, use cases, interview skills, workshop facilitation, and investigation of the current state of existing systems and / or processes;
Possession of the skills required, including: communication skills, understanding of a variety of technologies and platforms (client and server), ERDs and relational database concepts, Object-Oriented technologies, and Project SDLC;
The ability to assemble, analyze and evaluate data and to be able to make appropriate and well-reasoned recommendations and decisions;
Solid object oriented development skills and strong server side development;
Fluency in English and Bahasa Indonesia (speaking, reading, writing);

In addition to the above the following qualifications are desirable:

Understanding of complex database concepts and implications of different database designs;
Work experience with more than one relational or NoSQL database platform;
Experience with developing and integrating Web content management systems, social media platforms and/or mobile applications;
Experience as a Director of Engineering, or lead of a team

Duration and Place of Performance

The contract term will be for a 12 months base period plus four 12-months option periods. The work is expected to be full-time, 40 hours per week in Indonesia.
The actual level of service for the option periods will be subject to negotiation between the parties when the option is exercised.

Selection Process

An Individual Consultant will be selected following the Individual Consultant Procedures as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines)

Individual Consultants CVs and related documents will be evaluated to determine if they meet the qualifications requirements stipulated in Section 6 (above). The education, adequacy for the assignment and language requirements will be evaluated. A Consultant shall be rejected if he/she fails to satisfy any of the mandatory requirements.

After the Evaluation of Qualifications, the Consultant that satisfies the mandatory requirements and is deemed most qualified will be interviewed in person or by telephone in order to confirm qualifications. References will also be checked. If the verification process supports the initial findings, the Consultant will be requested to submit a financial proposal and may be invited to negotiate the contract. Should negotiations fail with the most qualified Consultant, the MCA-I may at is discretion proceed to verify the qualifications of the next highest ranked Consultant.

Final selection will be subject to reasonableness analysis of the proposed fee. If verification is not satisfactory and the proposed fee is not reasonable, negotiations may be terminated.

MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and may cancel the selection process at any time without providing any justification to the Consultants.

Bid Challenges

MCA-Indonesia shall entertain a bid challenge from any contractor, supplier, or consultant that claims to have suffered or that may suffer loss or injury due to a breach of a duty by MCA- Indonesia in the conduct of this procurement. MCA-Indonesia will be following the interim Bid Challenge System as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines).

Any bid challenge shall be submitted in writing (may be in electronic form) to MCA-Indonesia within five (5) working days of when the contractor, supplier or consultant submitting the bid challenge became aware, or should have become aware, of the circumstances giving rise to the bid challenge. Unless the bid challenge is resolved by mutual agreement, MCA-Indonesia shall, within fifteen (15) days after submission of the bid challenge, issue a written decision stating the reasons for the decision and, if the bid challenge is upheld in whole or in part, indicating the corrective measures that are to be taken. Interested Individual Consultants shall also submit the following (in English only):
(i) Curriculum Vitae (CV), using the CV template provided by MCA-Indonesia, detailing the consultants professional qualifications, areas of expertise, and experience carrying out similar assignments.

(ii) Professional references (at least three (3) referees) with contact details, including a valid email address.

(iii) Proof of all professional qualifications and work experience indicated in the CV may be requested to the selected consultant.
